PhD position for the NWO project:
Solving Quadratic Assignment Problems with Algebraic Symmetry via Semidefinite Programming
Project description:
The quadratic assignment problem (QAP) is well known in operations research (mathematical programming) and arises from applications as diverse as electronic circuit testing and hospital facility location. It is also famously hard to solve QAP instances, even ones of moderate size. In this project we will revisit the possibility of solving QAP problems using semidefinite programming in a branch and bound setting. In particular, we will use modern techniques from algebraic combinatorics to exploit algebraic structures in the data where present.
Job requirements/Qualifications
The ideal candidate:
  • holds a Master, or equivalent degree in (applied) mathematics, operations research, or computer science, and has some background in mathematical programming
  • has an interest and skills in computer programming (in MATLAB, C++)
  • is ambitious, self-motivated, and cooperative
  • is able to communicate in English
  • is able to function in a research group and willing to assist in the organization of research meetings, symposia,etcetera.
Terms of employment:
According to the Collective Labour Agreement (CAO) for Dutch Universities, a PhD candidate (promovendus) receives a starting salary of € 2.042.– gross per month in the first year. The university offers very good fringe benefits (it is one of the best non-profit employers in the Netherlands), such as an options model for terms and conditions of employment and excellent reimbursement of moving expenses. The position can be either for a duration of three or four years, depending on the qualifications and wishes of the candidate. The starting date is negotiable, but can be as early as September 1st, 2010.

Master and Doctoral DAAD Indonesia Scholarships, Germany

The German Academic Exchange Service (DAAD) – Deutscher Akademischer Austausch Dienst – supports a range of postgraduate courses at German universities which aim at providing academically educated young professionals from Developing Countries with further specialized studies. The DAAD supports these selected programs with a certain quota of scholarships and with financial assistance for a special tutoring system. At the end of the course (programs run 12 to 36 months, depending on the particular institution) participants can obtain an internationally recognized Master`s or in some courses PhD degree.
Target group:
University teaching staff, researchers and professionals holding an academic degree and with at least two years of experience in the public or private institutions in the following areas:
Language of instruction:
German or English, depending on the degree course. Participants in postgraduate courses in which English is the language of instruction receive a scholarship for a two-month intensive German language course. Participants in postgraduate courses in which German or German/English is the language of instruction receive a scholarship for a six-month intensive German language course. Please note that the candidates must have certain German language certificate at the time of application.
Criteria for applying:
Age limit: 36 years of age at the time of application (for some courses 32 years)
Degree: Bachelor or Master.
GPA: min 2,75 for Master candidates (some study programs applied GPA more than 2,75. Please see the detail on the website of each study program) and 3,00 for Doctoral candidates.
Work experience: at least two years after completing Bachelor degree.
Language skills:

The Australian Government offers scholarships for Master (S2) and Doctoral (S3) 300 Indonesian students in 2010 through the Australian Development Scholarships (ADS). Registration start June 7 and close at August 27, 2010.
The scholarships are open to the public (PNS) and private sectors. The division includes 200 scholarships for civil servants and 100 to the public.

A graduate studentship is available for up to four years to work under the direction of Professor Andrew Fowler on problems associated with the growth of biofilms in industrial and environmental situations. Applications of these studies will be to groundwater pollution, environmental bioremediation, medical and industrial air and water systems. The position primarily involves the construction and numerical solution of mathematical models to describe the growth of bacterial biofilms in soils and on pipe walls. The student will be part of MACSI, the Mathematics Applications Consortium for Science and Industry, at the University of Limerick.

Stipend

This annual fellowship is funded by the Ford Motor Company and organized by the 92nd Street Y to provide education and support to community leaders engaged in the nonprofit sector.  To date, 210 individuals from 57 countries have received the Ford Fellowship, which is now in its eleventh year.



A successful applicant must demonstrate that he or she:

§    is a community leader engaged in the nonprofit sector, either professionally or as a volunteer;

§    is successfully addressing issues that affect the community’s well-being; and

§    would benefit from an intensive three-week nonprofit management training course in New York .



Previous Ford Fellows include:

§     a South African AIDS educator;

§     the president of a Jewish aid society facilitating Bosnia-Herzegovina’s transition to democracy;

§     a sustainable development expert from Zimbabwe ;

§     the founder of an Indian organization that educates women and children working in the silk industry; and

§     an Indonesian advocate for ethnic minorities.



The residency takes place June 2-June 22, 2011 in New York City .  Airfare, accommodation, food, transportation, instruction, and other program-related expenses are included in the fellowship, and participants receive a small stipend upon arrival.



During the intensive three-week residency, Ford Fellows take classes in areas including nonprofit management strategy and leadership at Columbia University ’s Picker Center for Executive Education.  The academic curriculum is complemented by visits to model nonprofits in New York City and meetings with academic, business, and government leaders.  The experience is enhanced by Fellows’ residency at the 92nd Street Y, a Jewish community and cultural center founded in 1874 that annually serves over 300,000 people of all national, ethnic, religious, racial, and socio-economic backgrounds.

The Department of Political Science, Institute for Advanced Studies in
Vienna, offers a three-year postgraduate program aiming to explore the
logic of political contestation in this setting of increasingly
interwoven levels of governance.

The students are required to develop and carry out a PhD project on an
issue related to the theme of the program. In addition to proposals
addressing the multi-level nature of political contestation in
contemporary Europe. The comparative projects focusing on politics at
either the EU or the domestic levels alone are also accepted.


Eligibility
* applicants with Master�s degree in Political Science or other
disciplines relevant to the program (degrees should be received by
October 2010);
* excellent command of the English language is essential since the
working language of the program is English.

Scholarship
* Successful candidates will have access to fully-equipped office space
at the institute and enjoy the full range of IHS support services;

As from 1994 the Government of the Republic of Cyprus has launched the
Technical and Development Assistance Scheme, within the framework of
which the Cyprus Government provides each year a number of scholarships
of short and long duration for participation in educational courses

The Australian Leadership Awards (ALA) Scholarships are a component of the Australian Leadership Awards, a regional program under the Australian Scholarships initiative. Australian Leadership Awards aim to develop leadership, build partnerships and linkages within the Asia-Pacific.

They are intended for those who are already leaders or have the potential to assume leadership roles that can influence social and economic policy reform and development outcomes, both in their own countries and in the Asia-Pacific region. The ALA program comprises of Scholarships and Fellowships.

ALA Scholarships are academically elite awards offered to high achievers from the Asia-Pacific region each year to undertake postgraduate study (Masters or Doctorate) and a Leadership Development Program in Australia.

Selection for ALA Scholarships is highly competitive, based on leadership qualities and on academic excellence.

ALA Scholarships are an investment in the future of the Asia-Pacific region. In this regard, ALA scholars are required to return to their home country or the region for two years after they have completed their studies.

In future years, ALA scholars will belong to a unique group - the Australian Scholarships Alumni Network (ASAN) - that will maintain strong and enduring links to Australia. Managed by AusAID as part of Australia's overseas aid program, ALA Scholarships are open only to citizens of countries in the Asia-Pacific region with which Australia has a significant aid program.

Objectives of ALA ScholarshipsALA Scholarships aim to:

    *


      develop a cadre of leaders advancing regional reform, development and governance
    *

      increase exchange of knowledge and information within the region
    *

      build common purpose and understanding between Australia and the region
    *

      build capacity to address priority regional issues
    *

      build effective networks between Australia and the region

      demonstrate the benefits of Australian education through the provision of high quality education.

Fields of study
Awards are open to all fields of study, however, study programs that relate to the priority themes of international trade, pandemics, security and climate change (including clean energy) are encouraged. Scholarships are not available for military training, or training in areas related to nuclear technology and flying aircraft.

Levels of studyAn ALA Scholarship enables candidates to undertake studies leading to a Masters or Doctorate degree in Australia. It does not include Graduate Diplomas, with the exception of those Masters courses that require the completion of a Graduate Diploma as part of the Masters degree.

Who should applyOutstanding applicants with:

    * a very high level of academic achievement at undergraduate and/or postgraduate level
    * a high level of English language proficiency
    * demonstrated leadership potential and good prospects to influence social and economic
    * policy reform and development outcomes in their home country and in the Asia-Pacific region
    * a commitment to participate ASAN on their return home.

Scholarship benefits
An ALA Scholarship has a total value of up to A$110,000 for Masters degrees and A$220,000 for Doctoral programs, not including provisions for the leadership development program.. Benefits include:

Eligibility

Master Scholarships in Media Studies, University of Bonn, Germany

Journalists across the globe can apply for an International Master Scholarships in Media Studies 2010 in Bonn, Germany. Full scholarships will be awarded to ten applicants from Africa, Asia, Latin America or Eastern Europe. The program is sponsored by German media group Deutsche Welle, the University of Bonn and other organizations.

The four-semester, full-time program combines theory with training in practical journalism skills, and covers such topics as media and development, media economics, and communication science. The program ends with a master`s thesis and colloquium. Successful graduates receive a Master of Arts (M.A.).

The application deadline has been extended. If you are interested in participating in the International Media Studies program, please send us your application. Applications will now be accepted until May 15, 2010.

Applicants are required to submit the following documents:

Please note that the following documents (both the copies of the certificates and the translations into German or English) need to be certified. The stamp of authority that certifies the documents must be in English or German. Please refrain from sending originals. Certified copies suffice.

If you are an applicant from China, Vietnam and Mongolia you need to submit original Certificate of APS.
Language certificates

If your first language is not English, you need to provide evidence of your English language skills by submitting one of the following:

- TOEFL: paper-based: score 557 or computer- based: score 220 or internet- based: score 83.
- IELTS: an overall band score of at least 6.0 or
- confirming letter from your previous university, if your first degree course was taught in English.
If your first language is not German and you have not completed a German language degree course, we require one of the following German language proficiency tests for Higher Education:
- DSH level 1
- TestDaF level 3, 3, 3, 3 (www.testdaf.de) or
- Goethe Zertifikat level B2.

CyprusAid Scholarships Scheme
As from 1994 the Government of the Republic of Cyprus has launched the Technical
and Development Assistance Scheme, within the framework of which the Cyprus
Government provides each year a number of scholarships of short and long
duration for participation in educational courses organized by Academic
Institutions in Cyprus, as part of its Official Development Assistance (ODA)
strategy. All the scholarships are provided officially on a bilateral basis
(from Government to Government) and are announced through the diplomatic
channels.

1) Azerbaijan, Gambia, Sudan and Uzbekistan can apply only for the MBA/MPSM
Programme offered by the Cyprus International Institute of Management (CIIM).
2) Bosnia – Herzegovina, Georgia, Moldova and Pakistan can apply only for the
MBA Programme offered by the European University Cyprus (EUC).
3) Armenia, Iran and Kazakhstan can apply only for the MBA Programme offered by
the University of Cyprus (UCY).

Programme offered by the University of Nicosia (UNIC).

In the case that an applicant submits an application to a University, other than
the one shown next to its country, the application will not be considered as

MBA/MPSM SCHOLARSHIPS

The Republic of Cyprus is offering up to a total of sixteen (16) full
scholarships of 12-months duration to study for the attainment of the Master in
Business Administration (MBA) or Master in Public Sector Management (MPSM)*
title for the academic year 2010-2011. The Universities taking part in the
scheme are: the Cyprus International Institute of Management (CIIM), the
European University Cyprus (EUC), the University of Cyprus (UCY) and the
University of Nicosia (UNIC). Each University will receive up to four (4)
students who will attend the above study programme as official scholarship
holders from the Republic of Cyprus. Eligible candidates are citizens of the
list of scholarship recipient countries for the academic year 2010-2011, as per
the distribution shown below:


· Cyprus International Institute of Management (CIIM)

Eligible candidates to apply for the scholarships to study at the CIIM Master in
Business Administration (MBA) or Master in Public Sector Management (MPSM)
programmes are citizens of Azerbaijan, Gambia, Sudan and Uzbekistan.

Application procedure

In order to submit an application for scholarship, the applicant must fill-in
the relevant application form for the respective University programme. Along
with the University application each candidate must attain an official
endorsement by her/his country's Ministry of Foreign Affairs using the
Endorsement Form (detailed instructions on the endorsement procedure are
included in the document). The applicant may then submit his/her application
along with the endorsement form at a Competent Consular Authority of the
Republic of Cyprus of their choice, not later than the deadline shown above for
each University.

In order to expedite the process, it is strongly recommended that the applicant
forwards a copy of the application form and a copy of the duly completed and
stamped endorsement form to the Academic Institute organizing the program, as
soon as he/she attains these documents. The originals should be submitted or
sent to the Competent Consular Authority of the Republic of Cyprus, before the
deadline (as instructed above). It is noted that ONLY applications accompanied
by duly completed and stamped endorsement forms (by the applicant΄s
Ministry of Foreign Affairs) will be considered for a scholarship award.
Candidates from Armenia should obtain an endorsement of their application
through the Ministry of Education and Science of the Republic of Armenia.

Important notes concerning the award of scholarships:

1. Candidates who have received a scholarship of either short or long duration
by the Republic of Cyprus within the last two (2) years 2008 or 2009 are NOT
eligible to apply for these scholarships.

2. Eligible candidates must be permanent residents of their country of
citizenship.

3. All scholarships are offered officially by the Government of the Republic of
Cyprus to other Governments on a bilateral basis as official technical
assistance and not to individuals. Therefore, it is expected that with the end
of the scholarship, the scholarship recipients will return to their country of
citizenship so that the recipient country is benefited to the highest possible
degree by the transfer of know-how and not just the individual receiving the
scholarshsip.

4. For the scholarship to be awarded it is necessary for the candidate to accept
the Terms and Conditions of the scholarship.

Foreign Affairs of the Republic of Cyprus webpage here. Candidates from Georgia
should refer to the Honorary Consular Officers of Cyprus in Ukraine (either in
Kiev or Sevastopol) for visa application, information and application
